Create workflow data export

Materializes the full result set as CSV, JSON, or Parquet to object storage and returns a self-authenticating URL that can be opened by external clients (Claude Desktop, Claude for Excel, code execution sandboxes, browsers) without an Authorization header. The URL is HMAC-signed and bound to the exportId, workflowId, format and expiry.
